The Expo Freelance permit (from AED 9,020 with a visa) does not require a company or an office.
Business Hub Package 1 (AED 12,520 a year) gives you a company licence before you start hiring.
Business Hub Package 2 (AED 17,570 a year) includes 4 visas and up to 6 activities.
The Standard 6 Visa Package includes a shared desk and 6 free visa allocations.
Larger teams, branches and regional offices usually move into a dedicated office; retail and F&B brands lease a fitted unit. Note that some food and beverage activities sit on Expo City’s restricted-activities list and need extra approval: see Expo City licence types.
